Humana's 2027 PPO Exits Create a Short Medigap Decision Window

Humana is discontinuing 37 PPO plans for 2027, creating guaranteed-issue Medigap rights for affected members. The exits may support margins, but retention and member disruption will shape the financial outcome.
Humana's decision to discontinue 37 Medicare Advantage PPO plans for 2027 creates two different consequences. For affected members, a plan termination can open a limited federal right to buy certain Medigap policies without medical underwriting. For investors, the exits are part of Humana's effort to improve Medicare Advantage profitability while retaining as many members as possible in other plans.
Federal guaranteed-issue rules apply when a Medicare Advantage plan leaves Medicare or stops serving an area. The eligible period can begin when the member receives the termination notice and generally lasts until 63 days after coverage ends. During that window, an insurer offering an eligible Medigap policy cannot deny coverage or charge more because of health status. State protections may be broader.
That right is different from an ordinary annual benefit change. A higher copayment, narrower network or altered drug formulary does not automatically create the same federal protection if the plan remains available. Members need to confirm that their notice says the plan is ending, keep the letter as evidence and compare the full cost of Original Medicare, Medigap and a separate Part D policy with any replacement Medicare Advantage plan.
Humana has said it expects to recapture about 40% of members affected by its broader plan exits. That retention rate matters financially because plan reductions can improve the risk and margin profile, but lost members reduce premium revenue. The company is also adding some HMO and special-needs options, which may preserve relationships without recreating the same PPO economics.
The key investor question is whether portfolio pruning improves margins faster than it shrinks membership. Enrollment data after the annual election period, plan-level pricing and benefit changes, and management's 2027 margin outlook will provide the evidence. For beneficiaries, the more urgent issue is simpler: a guaranteed Medigap opportunity can expire, while another Medicare Advantage choice may be available later.
