Waymo Picks Toronto for a 2028 Robotaxi Launch

Waymo Picks Toronto for a 2028 Robotaxi Launch

Waymo will begin manual mapping and supervised testing in Toronto before a planned 2028 commercial robotaxi launch, partnering with Element Fleet Management and creating hundreds of operating roles over time.

Waymo is taking its robotaxi service into Canada, with Toronto targeted for its first commercial rides in 2028. The Alphabet subsidiary will begin with manual driving and high-definition mapping, followed by supervised testing designed to adapt its system to local streets and weather.

The phased approach is important because the 2028 date is a goal, not a guaranteed launch. Waymo still needs to complete validation, build local operating capacity and satisfy provincial and municipal requirements before removing trained specialists from the driver's seat.

Waymo said it will work with Toronto-based Element Fleet Management on fleet operations. The companies expect the program to support hundreds of jobs over time in maintenance, validation driving, customer service and related functions. That partnership gives Waymo local fleet expertise while it focuses on the autonomous-driving system.

Expansion follows major new financing

The Toronto announcement comes eight days after Waymo closed a $5 billion term loan, its first debt financing. Earlier in 2026, the company raised $16 billion of equity. Waymo said the capital would support expansion in the United States and international markets.

For Alphabet investors, Toronto adds evidence that Waymo is moving from technology validation toward a geographically broader operating network. It does not yet provide a revenue forecast, fleet size, pricing plan or path to profitability for the city. Those missing figures matter because autonomous ride-hailing requires vehicles, depots, maintenance and local support before meaningful revenue arrives.

The practical milestones are straightforward: mapping vehicles must begin operating, supervised tests must expand, regulators must remain satisfied and the company must open the service to paying riders in 2028. Toronto broadens Waymo's addressable market, but the financial value will depend on utilization and unit economics after launch rather than the announcement alone.

The company has not disclosed the initial Toronto fleet size, the investment required or whether Alphabet will fund the launch directly.
