Waymo Targets Toronto for Its First Canadian Robotaxi Service in 2028

Alphabet's Waymo plans to begin manual mapping and testing in Toronto before a targeted 2028 commercial launch, extending its robotaxi expansion into a demanding cold-weather market.

Waymo plans to make Toronto its first Canadian commercial market in 2028, but the road to paid rides starts with a much narrower step. Alphabet's autonomous-driving unit has received an Ontario permit to join the province's Automated Vehicle Pilot Program and will begin mapping and testing with a human driver present.

The distinction matters for investors. A permit to test is not approval for a fully autonomous commercial service, and a 2028 launch remains a company goal rather than a guaranteed date. Waymo must show that its sixth-generation system can operate through Toronto's snow, ice, road construction and dense urban traffic while meeting provincial and city requirements.

Waymo said it will invest in local facilities and work with Toronto-based Element Fleet Management on maintenance, customer service and other operations. That model could help the company expand without building every local function itself. It also gives Alphabet a way to test whether its robotaxi economics can travel beyond the warmer US cities where Waymo first scaled.

Loading market context

Ontario's pilot program imposes conditions on automated-vehicle testing, and the City of Toronto has separate guidance for interactions with work zones and law enforcement. Those layers make Toronto a regulatory as well as technical test. Commercial service will require progress on both fronts.

For Alphabet shareholders, the announcement is evidence that Waymo is moving from isolated US deployments toward a broader network. It is not yet evidence of material revenue. The milestones that would change that assessment are driverless testing authorization, a defined service area, fleet size and pricing, followed by actual paid-trip volumes in 2028.
