Micron opened its AATT2 advanced packaging plant in Taichung as most 2027 HBM capacity is already reserved. A union profit-sharing dispute creates a separate execution risk, but no strike has begun.
Micron has opened its second advanced assembly and test facility in Taiwan, adding packaging capacity for high-bandwidth memory as AI demand keeps supply tight.
The Taichung plant, known as AATT2, packages and tests HBM used alongside AI processors. Taiwanese technology reporting said Micron has already reserved most of its planned 2027 HBM capacity with customers, while a Singapore packaging facility is expected to begin contributing capacity in 2027.
The opening coincides with a labor dispute. Taiwan's president called on Micron and its workers to negotiate sincerely after unions sought a permanent profit-sharing arrangement. The Taoyuan union has authorized a possible strike, while the larger Taichung union had not announced a strike vote at the time of the reports.
Capacity and labor risk meet in Taichung
AATT2 expands a bottlenecked part of the HBM supply chain. Packaging capacity is economically valuable only if equipment ramps on schedule, yields meet targets and customers take the reserved output. A labor interruption could delay committed shipments, but the scale of any impact would depend on which workers participate, how long an action lasts and what contingency plans Micron can use.
The unions have sought a formula allocating 15% of operating profit to employee bonuses. That is a negotiating demand, not an agreed cost. The original source converted financial figures across currencies incorrectly, so those calculations were not retained. No reliable dollar estimate of a potential settlement is presented here.
For investors, the plant is direct evidence that Micron is adding HBM backend capacity. The labor dispute is a real but contingent risk. Reuters reported that an October 19 rally was not itself a strike, and talks were continuing.
The next milestones are production ramp, yield, shipment volume and the outcome of mediation. AATT2 supports Micron's ability to serve committed AI-memory demand. Whether it adds smoothly to earnings will depend on execution and a labor agreement that both sides can sustain.
